I understand that there are all sorts of reasons for and against this, but I would like to give a superb example of when vehicle locking is appropriate and necessary:
During a skirmish, in the gallente research facility, there was a CRU that was red in the city (with 3 objectives). The reds had just established this forward base, and were moving to assault the city. This is the location where you can walk up a red pipe (roughly 10 meters ground to top) and the CRU is on the left, while there are some stairs to Bravo to the right. Slouch Kitty and I took an LAV to this location, and I was in a heavy suit (you'll see why soon). Our plan was to bait the reds onto the pipe. We parked the LAV at the edge of the optimal range of the 20GJ Railgun, and at about 30% damage range for an AR. I walked my heavy up the pipe to bait the reds into her line-of-fire. It worked perfectly. The reds started pouring out to attack me, and got eaten up by the 20GJ railgun. After we took out 2 reds, and 3 more were on their way out to fight us (not knowing the trap :) when Slouch Kitty screams over the comms "I'm being kidnapped." A blueberry stole and drove the LAV to another objective after walking up to it out of a field, and I was quickly slaughtered by the 3 reds that were falling into the 'trap.'
I hope this illustrates why vehicle locking's immature execution has critically hampered tactical innovation. The number of tanks without support turrets is another good example of this issue.
I tried to make this as accurate as possible from memory, some errors may exist in my level references :)

Your observation regarding using vehicles as cover is very good. I have tried (and failed) to do that same thing a few times.
I would say that the vehicle lock could cycle based on distance, like if the person that locked it left a 100 m radius from the vehicle, it would revert to the 'abandoned vehicle' status. When you park an 'escape vehicle' and hear it auto-pop half-way through your hack... it becomes a special tactical challenge.

There is a distinct disrespect for the vehicle assets of other players, which is discouraging. I always try to follow the lead of the vehicle owner and help them protect their valuable equipment.
It hurts Dust as a whole when you take someone you saved from a fire-fight to a supply depot, and instead of giving you the double-squat of thanks, they steal your LAV, drive off, smash into a wall, kill themselves and your jeep, and disappear without a good way to troll :)
At least in FW you can one-shot (scram pistol) them in the head for that sort of thing...
